Note: Eagle-eyed readers will note that our numbers dropped from Wednesday’s newsletter to today. The New Castle number in the Wednesday newsletter included some bad data -- apparently some of the anitbody positive tests got reported with the COIVD positive tests.  As a result, our numbers dropped from 216 to 165.
 

Apply to Work as a Contact Tracer

Westchester County is piloting one of New York State’s first contact tracing initiatives. Individuals interested in working as contact tracers can apply at this link: https://coronavirus.health.ny.gov/get-involved-how-you-can-help
 

Expansion of Anitbody Testing

Antibody testing is currently being conducted by the County at the Westchester County Center for First Responders. Over 1500 tests have been administered to date. In addition, Northwell Health is launching a new antibody testing program with two locations: Northern Westchester Hospital and Center for Health and Wellness at Chappaqua Crossing. Testing will occur in phases, beginning with first responders and essential workers, and eventually expanding to include public testing. More information, as it becomes available, will be shared in the Town’s newsletter.
 

Do NOT Delay Critical Medical Care – A Message from Northern Westchester Hospital

Earlier today I had the opportunity, along with other Town Supervisors, to meet with Derek Anderson, the Executive Director of Northern Westchester Hospital. The message that he asked me to share with the community is that the hospital safe, clean, and open. With rigorous cleaning and control practices in place, and strict separation of COVID patients, the hospital is safer than ever. Do not delay or avoid seeking critical medical care.

For your information, there are only 10 COVID patients at NWH, and 245 COVID patients have been discharged. And on a positive note, 11 healthy babies were born yesterday at NWH!

Westchester County has created a memorial for victims of COVID-19 at Lenoir Nature Preserve. Re-opening New York

Governor Cuomo has outlined a process for exiting NYS on PAUSE. To begin the process, 8 benchmarks must first be met; after which businesses may reopen in four separate phases; each phase is comprised of different categories of business. 
 

Benchmarks

  1. 14-day decline in hospitalizations OR under 15 new hospitalizations (3-day avg) 
  2. 14-day decline in hospital deaths OR fewer than 5 deaths (3-day avg) 
  3. New Hospitalizations (under 2 per 100k residents – 3 day rolling avg) 
  4. Share of total beds available (threshold at 30%) 
  5. Share of ICU beds available (threshold of 30%) 
  6. 30 tests per 1k residents (7-day average of new tests per day) 
  7. At least 30 contact tracers per 100k residents 
  8. Metrics met across the region, and risk/reward analysis completed.
The following table shows where regions currently stand. Note: Westchester County is in the Mid-Hudson region.

Phased Reopening:

Once the Mid-Hudson region has met these benchmarks then we can begin a phased reopening. It is important to emphasize that all metrics must be met to begin the re-opening process.


Community Food Drive

Every Thursday from 3:00-4:00 pm someone will be at First Congregational Church of Chappaqua to accept your food donations for the Community Center of Northern Westchester. The back of a car will be open and anyone who wishes to bring an offering of food, can put it in the back of the car, while maintaining social distancing. It will then be delivered it to the Food Pantry. Please do let your friends and neighbors know about this opportunity to provide food for those who are in need during this especially difficult time.

We are NOT asking you to make a special trip to the grocery store. But, if you are going, please consider purchasing some of the items below that the Pantry is in need of: Canned fruit and vegetables, tuna, soup, pasta and sauce, rice, canned and dried beans, peanut butter and jelly, hot and cold cereal and shelf stable milk, fruit juice, Depends, soap, toilet rolls, feminine hygiene products, diapers, wipes, and paper bags.

They are particularly thankful for soup donations, as it is one item they have a hard time getting and for paper bags that they can then use to give people food.

Tips for Enjoying Parks Together and Apart 

  • Everyone must practice social distancing at all times. You must give people at least 6 feet of space. No exceptions!
  • You must wear a mask in public if you cannot practice social distancing. You are likely to encounter other residents walking, running, or cycling in town or in the parks, so please wear a mask or have one handy to slip on when you see another person coming.   • Social distancing rules apply to everyone, including those who have tested positive and subsequently recovered from the virus. 
  • Dogs must be leashed at Gedney Park at all times. In all other parks, dogs must be under voice control. No exceptions!
  • Playgrounds and ball fields remain closed, but parks are open for passive recreation. 
  • Gedney Park and Whippoorwill Parks are local favorites – for good reason! – but there are several local options to try out. Have you visited Sunny Ridge Preserve or Warburg Park? Learn more: https://mynewcastle.org/168/Parks-Facilities
  • Before heading to a New York State Park, like Rockefeller State Park, I suggest visiting the Parks website to make sure the Park is open. These parks have been filling up early on nice weekend days. https://parks.ny.gov/covid19/
  • Everyone has the right to ask for space – “6 Feet Please!” – and everyone has the opportunity to respond with grace and empathy – “Thank you!” “No problem!” “Enjoy your day!”  Nerves are frayed, and many of us are experiencing anxiety. A little kindness goes a long way.

Library Board Elections

School and library board elections will be held on June 9, 2020 according to an executive order issued by Gov. Andrew Cuomo Friday. Voting will take place by absentee ballot only, using postage-paid envelopes provided by the school district.

This order eliminates the need for school and library board candidates to file petitions to get on the ballot. Individuals can declare themselves to be a candidate for the board simply by notifying the district clerk,  provided they meet all other legal requirements. The vacant seat on the Library Board runs from  from July 1, 2020 to June 30, 2025.

Census 2020 – Let’s Do This New Castle!

Did you know…The U.S. Census data impacts funding for things like: Education programs and grants, Public transportation, Medicare and Medicaid, Supplemental Nutrition Assistance Program, Libraries, Community centers, School meal programs, and Parks, playgrounds, and recreational facilities!

Currently New Castle is #3 among all Westchester communities in our response rate to the Census. That’s pretty good…but we think we’re #1! Go online today to complete your census: my2020census.gov.

Town Offers Mulch for Sale to New Castle Residents!

By popular demand, the Town of New Castle has found a way to offer mulch/compost for sale to New Castle residents for pick-up by loading contractors beginning Tuesday, May 19th.  The Residential Yard Waste Area will remain closed due the Governor’s Order, therefore mulch/compost will not be available for residents to take.  Please follow the steps below and email recycle@mynewcastle.org with any questions. 

 Step 1: Print the Mulch and Compost Order Form. https://www.mynewcastle.org/DocumentCenter/View/1728/Mulch-and-Compost-Order-Form-PDF

Specify how many yards you wish to purchase at $10/yard. Please note, check is only form of payment accepted.  Make checks payable to the Town of New Castle.

Step 2: Hire an independent contractor to pick up your order and pay them directly. We have provided a list of contractors, but feel free to use your own contractor. You may pick up your own mulch if you have a flat bed truck and the means to do so.

Step 3: Mail form and check to Recycling Center, 210 Joan Corwin Way, Chappaqua, NY 10514 or place in Recycling Center mailbox.

Step 4: A Recycling Center staff member will call you to confirm your order has been received so you can inform your contractor to pick up your order.

Step 5: Loading hours have been changed to Tuesday and Thursday only 8AM-11:15AM & 12PM-2:30PM. Please notify your contractor.
