NOTICE OF COMPLETION OF THE 2021 TENTATIVE ASSESSMENT ROLL  FOR REAL PROPERTY TAXES    

NOTICE is hereby given, pursuant to Real Property Tax Law Section 506 and Section 526, that the ASSESSOR of the TOWN OF NEW CASTLE, Westchester County, New York will publish the 2021 Tentative Assessment Roll for the Town of New Castle on June 1st, 2021 and will be available on the town’s website at www.mynewcastle.org on the Assessor’s page at https://www.mynewcastle.org/154/Assessor.

PLEASE TAKE FURTHER NOTICE, that due to the uncertainty of public access, beginning on June 1st, 2021 all Grievance Applications and verified written complaints stating the full value of the property and the reasons for the complaint MUST be filed with the Town Assessor on or before 8PM on JUNE 15th, 2021.  Completed Grievance applications and supporting documentation can be submitted beginning June 1st either by posted mail (preferred), or Drop Box located in the lobby of Town Hall, 200 South Greeley Avenue, Chappaqua, New York 10514.  Further instructions for specific filing requirements are posted on the Assessor’s page at https://www.mynewcastle.org/154/Assessor.

PLEASE TAKE FURTHER NOTICE that the BOARD OF ASSESSMENT REVIEW (BAR) will meet either remotely by video conferencing and/or phone or in person on JUNE 15th, 2021. “GRIEVANCE DAY” at the New Castle Town Hall, 200 South Greeley Avenue, Chappaqua, New York 10514, depending on what is allowed by Executive Order at the time.  If in-person meetings are allowed, the Board of Assessment Review will meet and hear and consider complaints in relation to real property assessments BY APPOINTMENT ONLY during the hours of 9:00 AM to 11:00 AM and from 6:00 PM to 8:00 PM.  The meeting will be held at 200 South Greeley Avenue, Chappaqua, New York 10514.  All grievance applications must be submitted prior to scheduling an appointment with the BAR and before the adjournment of the Board of Assessment Review’s meeting on June 15th, 2021.  Optionally, a Complainant may schedule an appointment to present his or her case to the Board of Assessment Review.  If so desired, you may schedule an appointment to speak to the BAR on Grievance Day by calling (914)-238-4722 Mon-Fri from 9AM to 4:30PM or emailing the request to CPatrocinio@mynewcastle.org by June 14th.  We will confirm your request and you will be provided instructions and assigned a time slot.  

PLEASE TAKE FURTHER NOTICE that if the BOARD OF ASSESSMENT REVIEW meeting is held remotely by video-conference and/or telephone, information on joining the meeting will be available through the Assessor’s office. Appointments to appear before the BAR must be made by 12 PM on JUNE 14th, 2021.  All grievance applications must be submitted prior to making an appointment. The Board of Assessment Review will meet and hear and consider complaints in relation to real property assessments BY APPOINTMENT ONLY during the hours of 9:00 AM to 11:00 AM and from 6:00 PM to 8:00 PM.  Members of the public wishing to join the meeting remotely, for viewing or listening purposes only, will be able to do so by calling (914)-238-4722 or emailing CPatrocinio@mynewcastle.org by June 14th for instructions on how to access the meeting.  Additional information will be available on the town website.

PLEASE TAKE FURTHER NOTICE, the Assessor will be available to discuss your 2021 Tentative Assessment and /or filed grievance application beginning June 1st, 2021.  The Assessor will be available by phone appointment at (914)-238-4722.   If permissible, the Assessor will be in attendance of said Tentative Assessment Roll between the hours of 9:00AM-1:00PM and 5:00PM to 8:00PM on Tuesday June 8th; 9:00AM-1:00PM Wednesday June 9th; 9:00AM-1:00PM Friday June 11th; and 9:00AM-1:00PM Saturday June 12th.  To schedule an appointment with the Assessor, please contact the Assessor’s office at (914)-238-4722 or by email at CPatrocinio@mynewcastle.org.  Appointments must be scheduled and confirmed in advance.

Grievance Day Submission Requirements

Please submit five (5) copies of RP-524 along with supporting documentation to the Board of Assessment Review should you NOT wish to discuss your case with them.

Please submit six (6) copies of RP-524 along with supporting documentation to the Board of Assessment Review should you desire an audience with them on Grievance Day.

Upon submission of RP-524, you will be emailed a questionnaire to be completed and returned prior to June 25, 2021.

The 2021 Uniform Percent of Value (LOA), New York State Equalization Rate, and Residential Assessment Ratio is 19.38%.
