New Web Site for Review of Chappaqua Crossing DEIS

New Web site: chappaquacrossingreview.mynewcastle.org.

NOTE:  TIME FOR PUBLIC COMMENT HAS BEEN EXTENDED TO JULY 28TH.

A Web site has been created to present documents prepared or filed on SG Chappaqua B LLC's application for rezoning and redevelopment of the Reader's Digest property.

In particular, the site can be used at this time to review and comment upon the Draft Environmental Impact Statement that SG Chappaqua B LLC has prepared and filed for project. There will be a combined public hearing  on the DEIS and on Summit/Greenfield's proposed rezoning of the property to a multi-family planned development (MFPD) and MFPD preliminary concept plan on Tuesday, June 23, at 7 p.m.

At the May 19 work session, the Town Board unanimously adopted a resolution to declare that the Chappaqua Crossing Draft Environmental Impact Statement (DEIS) prepared by Summit/Greenfield on its Chappaqua Crossing proposal is complete with respect to its scope and adequate for purposes of commencing public review.

You can view any of the documents that are part of the DEIS package at chappaquacrossingreview.mynewcastle.org.  Written comments on the DEIS may be directed to  chappaquacrossingreview@mynewcastle.org.

Bridge Construction Update June 26-July 6
FAST FACT: Two-way traffic will be maintained during bridge construction. In the event of an occasional closure, the public will be informed via e-alert. Please sign up for e-alerts on the home page of this Web site, www.mynewcastle.org.

***Traffic Alert ***  June 26- July 3 -- As a result of construction there may be alternating traffic on the Rt. 120 Bridge from 7 a.m. to 2 p.m. and Allen Place (near railroad) from 7 a.m. to 5 p.m.

Bridge Update June 26-July 6 -- According to DOT Inspector John Panaldo,  crews will continue installing anchors for the sheet piling next to the retaining wall. In addition, they will work on backfill at the planter wall, which was delayed due to rain last week. A mason  will begin preparing for stone work at the retaining wall. The first step includes a sample wall, which will be reviewed by the Town. Also crews are scheduled  to install a Con Ed manhole near Hunts Place on Monday, June 29 (weather permitting)  which will result in a lane closure and alternating traffic.

Tree Trimming in New Castle

Con Edison's tree trimming crews will be in  New Castle starting Monday, June 29. They will be working in the following areas: Campfire Road, Cabin Ridge Road, Barnes Lane, Wildwood, South Lane, North Lane, Hardscrabble Road, Deepwood Drive, Deepwood Hill, Florence Drive, Valley View.

Trees that are marked with an orange tape will be taken down due to their close proximity to the electric wires or otherwise unhealthy condition

Last year, Con Edison began a three-year program design to help prevent storm-related power-outages in Westchester County. Trees will be cleared to 10 feet below, 15 feet above and 10 feet beside a power line.

The effort is expected to result in a significant reduction in the number of outages experienced during major storms. According to Con Edison, more than 50 percent of outages experienced by customers during major storms in Westchester have been caused by tree-related damage. Another benefit of the project will be the decrease in the number of downed power lines caused by windblown branches.

Con Ed will notify residents by mail prior to coming to their neighborhood and by visiting each residence. If a tenant is not home, contact information will be left on the door.

All-Hazard Mitigation Plan - Your Input Needed

The Town of New Castle is developing an All-Hazard Mitigation Plan to identify natural and man-made hazards that, should they occur, would impact the health and safety or our residents, modify our natural and man-made environment, and cause damage to property and the local economy. The plan further identifies methods to mitigate these negative impacts to ensure the continuation of our quality of life.

There are three documents posted below:

o Executive Summary: this provides a brief and concrete overview of the entire plan.
o Section 6, Mitigation Strategies: this excerpt contains goals and objectives to reduce risk and loss, and strategies and initiatives that will be implemented to address critical issues outlined therein.
o The All-Hazard Mitigation Plan draft in its entirety.

Hard copies of the Executive Summary and Section 6 may be found at the Chappaqua Library, 195 S. Greeley Ave. and the New Castle Town Clerk's office, 200 S. Greeley Ave., Chappaqua.

eAlerts - Sign up!

The Town of New Castle offers an eAlert system that will notify residents of General Town Announcements; Traffic and Road Condition alerts; Emergency and Weather Related Alerts; Event and Meeting Schedule Alerts. Residents may choose to be alerted through their email addresses and/or their cell phone text messaging.  eAlerts will be sent out between 4AM and 8PM, seven days a week, as warranted. Whenever possible the messages will be small enough for one text message.  Residents will be able to subscribe to the type of eAlerts they wish to receive.

Town Offices CLOSED on July 3

Town offices will be CLOSED on Friday, July 3 in observance of the July 4 holiday.

The Town's summer hours begin on Monday, July 6.
Summer hours:  (Friday only) 8:45 a.m to 3:15 p.m.
On Monday - Thursday the hours remain the same:
8:45-4:30 p.m. M-F
(Building and Engineering and Justice Court close at 4 p.m.)
Regular hours resume on Sept 1.

Local Youngsters Improve the Town's Landscape

As summer approaches, you may find more time to take a stroll in New Castle. As you do, you'll see eye-catching color and engaging surroundings, thanks to these young children and teens who have chosen to brighten our community.

Two Eagle Scouts from Troop 1, Boy Scouts of America made significant contributions to the improvement of Gedney Park.

William Marino cleared and created a landscaped, stabilized streambank area in Gedney Park, including rustic benches for spectators to watch the ball games in fields across from the stream. The project involved the removal of large amounts of brush and dead trees, and numerous rocks were relocated to improve stability and access to the cleared area.

Henry Koster established a five-kilometer cross-country trail in Gedney Park, for use by the Horace Greeley Cross-Country team for practice runs and competitive meets. Trail widening, clearing, root and rock removal were required to create the new facility that connected pieces of earlier trails with new sections, and also provided a safer walking trail for the general public.

These teens recently attained the rank of Eagle Scout at an Eagle Court of Honor in Chappaqua, along with Matthew Drucker, who carried out a Child Safety Kit project and Michael Martinez, who organized and carried out a complete survey and inventory of the Quaker Burial Ground at the Chappaqua Meeting House.

Silver Award candidate Sara McElheny of Chappaqua Girl Scout Troop 2745 is working on a Butterfly Garden at the Burden Preserve in New Castle. She has selected plants that are native, butterfly friendly and deer resistant.

Chappaqua Daisy Troop 1029 planted a flower bed at Gedney Park. They paid for the flowers out of their dues money.

Chappaqua Girl Scout Troops 1023, 1033, 2319 and 2782 donated flowers and planted a garden at Memorial Plaza in front of the Chappaqua Train Station and also downtown, at the suggestion of the Beautification Advisory Board.

Mt. Kisco resident and Eagle Scout Ken Chason improved some of the trails at the Burden Preserve.

Silent Earth, an environmental club from Horace Greeley High School, planted a flower bed at the Chappaqua Volunteer Ambulance Corps building.

Summer Concerts at the Gazebo Begin July 8

The New Castle Recreation and Parks Department and Korth and Shannahan present a free concert series, "Summer Sounds of Wednesdays," beginning Wednesday, July 8, at the New Castle Recreation Field, adjacent to the New Castle Town Hall, 200 S. Greeley Ave., Chappaqua. Concerts begin at 7 p.m. The concerts are perfomed in the Town's charming gazebo.

Taconic Opera to host first Summer Sing
